Fresh concrete doesn't gain its strength from drying. It gains it from staying moist long enough to hydrate, and in the first days that water wants to evaporate fast, especially in sun and wind. Lose it too early and the surface ends up weak, dusty and prone to shrinkage cracks. The usual answer is days of ponding or wet hessian, which eats water and labour and often gets done unevenly.
