Reinforcement steel only stays protected as long as the concrete around it stays alkaline. Once carbonation or chlorides break that down, or the bar gets exposed during a repair, the steel starts to corrode and the structure loses strength from the inside. Coating the bar is the answer, but a lot of rebar coatings create a new problem, because they sit between the steel and the concrete and weaken the bond. It's a one-pack, highly alkaline polymer you mix with fresh cement on site into a brushable slurry and coat onto the bar.
